Town center mixed-use plan envisions future for Chicago suburb

Chicago Metropolitan Agency for Planning’s (CMAP) GO TO 2040 comprehensive planning campaign paired the Village of Wheeling and Legat. The resulting planned development, centered on a 12-acre parcel, expands on the success of Wheeling’s Municipal and Recreational Center and helps CMAP communicate its regional vision to the federal government and to Chicago-area residents.

Each design—Preserve, Reinvest, and Innovate—functions as a step toward a final goal, bringing the village a flexible framework to guide future development. The plan melds lessons from the past with ideas for the future.

A high-rise tower defines the site entry.

Neighborhoods with traditional roots and sustainable innovations thrive amid a web of transportation designed for user convenience.

A new Grand Boulevard starts at the village hall and culminates at the train station’s public plaza, a vibrant center of daily activity and nightlife.
