Project Simulated Scenario Village
Parma, Ohio
Cuyahoga Community College

Simulated Scenario Village

Community Higher Education Learning Municipal Public Safety Simulation

Take an aerial tour of the new Simulated Scenario Village at Cuyahoga Community College’s Western Campus (Parma, Ohio). The exterior tactical village brings realistic emergency response training situations to not only students, but also to public safety agencies from throughout the region.

Campus expansion brings high-tech simulation and realistic public safety training to enhance curriculum, better prepare students/law enforcement personnel for real-life situations, and generate revenue from outside agencies seeking enhanced training

A multi-facility expansion enables Cuyahoga Community College (Tri-C) to place first responder trainees in lifelike scenarios ranging from routine traffic stops and domestic disputes to armed robbery and SWAT hostage situations. The project benefits not only the college’s public safety students and campus police officers but also emergency response agencies from throughout the region.

The 40,900-square-foot Simulated Scenario Village features a street with a main control building, various commercial buildings, and a mock residence on a cul-de-sac. The planning team incorporated input from agencies ranging from the Cleveland Police Department to the FBI.

Legat, serving as public safety consultant, provided programming and schematic design services. DS Architecture served as architect of record. The facility is LEED certified with the U.S. Green Building Council.

The Simulated Scenario Village serves those who serve others by providing intensive, hands-on training for first responders in Northeast Ohio and beyond. The goal is to provide training that leads to safer streets, safer neighborhoods, and a safer community.
