For more than 15 years, the Rock Island County Justice Center leaked during major rainstorms. Water infiltrated the building envelope, causing dripping, puddling, stained and cracked drywall, damaged carpet, and rusted steel studwork. Patching, recaulking, and even a roof replacement failed to stop the problem.
Rock Island County contacted Legat’s Special Projects Team to determine the cause and design a lasting solution. Legat and a masonry contractor discovered that the problem was not the building design but rather poor construction. Faulty flashing had created voids that allowed water to enter the wall system and leak through window frames.
Legat produced a full set of drawings to guide repairs at every window, roof-to-wall tie-in, and shelf angle. Contractors redid the flashing, added end dams to direct water outward, and replaced damaged materials. The design also used complementary replacement blocks to create horizontal bands and window accents across the facade.
Since repairs were completed, the Justice Center has remained dry through several significant weather events.
