Open views and expressive forms create community landmark
The 61,000-square-foot Waukegan City Hall creates a visual expression of its community’s aspirations. A limestone envelope encloses the main body, which is a glass and brick rectangular bar. The brick respects the materiality of surrounding buildings, while the triangular shape of the limestone distinguishes the village hall.
Perpendicular to the main mass, a glass-enclosed council chambers area hovers above the ground. It provides public visibility of the government in action and defines a gateway into the civic plaza.
